Fresno ADU Guide: Free Plans, Cost Estimator & Permit Process

Fresno gives homeowners more than a rule sheet: five free pre-approved ADU plans, a downloadable construction-cost estimator, an ADU hotline and a direct building-permit workflow. The City also rewrote its ADU code in 2025, so older Fresno articles can now be materially out of date.

Start with the dedicated ADU program

Fresno’s own web pages currently give conflicting Zone Clearance instructions.

The City’s dedicated ADU Program says pre-approved and custom ADU plans no longer require a Zone Clearance and are submitted directly for a Building Permit. A separate general Applications, Forms & Fees page still says a Zone Clearance is required for ADUs and backyard cottages.

Practical rule: use the dedicated ADU Program as your starting workflow, but confirm the current submittal path with the ADU Hotline before paying a planning fee or creating a separate Zone Clearance application. Save the City response with your project file.

The 2025 code rewrite

Fresno’s current local ADU standards are unusually permissive.

2 ADUs + 1 JADUCurrent Section 15-2754 allows up to two ADUs and one JADU on a single-unit lot.
1,400 sq. ft.+The code caps an ADU at 50% of the average primary-unit floor area or 1,400 sq. ft., whichever is greater.
30 ft.+Maximum height is the underlying district limit or 30 ft., whichever is greater; multiple stories are allowed.
No ADU parkingSection 15-2754 states that no parking is required for a second/accessory dwelling unit.

Where ADUs are allowedADUs may be permitted in zones allowing single-unit or multi-unit residential, mixed-use development, or where a qualifying residential structure exists or is proposed.First confirm the parcel is actually inside the City of Fresno rather than unincorporated Fresno County.
Maximum size50% of the average floor area of the primary unit(s) or 1,400 sq. ft., whichever is greater. JADUs remain capped at 500 sq. ft.Do not copy older Fresno summaries showing smaller local caps. Confirm the exact design still complies with current state and building-code requirements.
HeightUnderlying district height or 30 ft., whichever is greater. ADUs may be multiple stories or above the ground floor.Building separation, fire, structural and neighborhood/site constraints still matter even when zoning height allows the design.
Side/rear setbacksUnderlying district or 4 ft., whichever is less. Properties abutting alleys have special rules.Recorded utility easements can require more space than the zoning setback.
Front placementThe underlying front setback applies, but it cannot preclude development of at least an 800-sq.-ft. ADU.Do not assume a front-yard condition automatically kills the project.
ParkingNo ADU parking is required.Keep primary-dwelling parking and fire/access requirements separate from the ADU parking rule.
RentalADU/JADU rentals must be for 30 consecutive days or longer.Do not plan a Fresno ADU as a nightly or weekend short-term rental.

Fresno Municipal Code §15-2754 was repealed and replaced by Ordinance 2025-024, effective July 27, 2025. The code expressly says current State ADU Law controls if a conflict exists.

Five free construction-plan choices

Start with footprint and household need—not just the prettiest elevation.

Fresno currently publishes five pre-approved plan families. Each can be selected with Craftsman, Contemporary or Gable exterior styling. The construction drawings include solar-panel plans, but the City still reviews the property-specific plot plan, access, utilities and fire conditions.

Pre-approved does not mean site-approved. Fresno’s permit packet requires a scaled plot plan showing property dimensions, roads/access, existing and proposed structures, distances to property lines and buildings, and the selected plan/elevation. Fire sprinklers can also become relevant because of the existing house, property-line proximity, fire-department access or fire-water supply.

Use the City estimator as a planning baseline

Fresno gives homeowners a downloadable pre-approved ADU cost estimator.

City estimator

The ADU Program provides a downloadable construction-cost estimator for the pre-approved plans. Use it to structure the budget before collecting contractor quotes.

Open the City’s ADU cost-estimator resource →

Then stress-test the estimate

Add site work, utility upgrades, fire protection, financing, demolition, unusual soils/access conditions and contingency rather than treating the stock-plan estimate as a guaranteed project price.

Compare with our calculator

Use the same square footage and known site allowances in the ADU Project Planner calculator so you can compare a City-plan estimate with your all-in planning budget.

Permit sequence

A practical Fresno ADU workflow

Confirm City of Fresno jurisdiction

A Fresno mailing address is not enough. Verify that the parcel is inside incorporated Fresno and that the City—not Fresno County—is the permitting authority.

Choose pre-approved or custom design

Compare the five City plans with your required bedrooms, footprint, utilities and access. A custom design can use Fresno’s broader current code but requires its own complete design package.

Build the property plot plan

Document property lines, existing structures, the proposed ADU, setbacks, access, easements, utilities and fire conditions. Fresno’s permit packet includes an example plot plan and submittal requirements.

Confirm the current application route

The dedicated ADU Program says both pre-approved and custom ADUs now go directly to Building Permit without Zone Clearance. Because another City page still carries older language, confirm the route with the ADU Hotline before submission.

Submit through Accela Citizen Access

Upload the permit package, track status/comments and due dates, submit backchecks, access invoices and pay fees through the City’s online permitting system.

Resolve plan check, permit and inspections

Address correction comments, obtain the construction permit, then use Building & Safety inspection scheduling through final approval.

Open Fresno Accela Citizen Access →

A Fresno-specific option

A tiny house on wheels can qualify as a Fresno ADU—but not by simply parking a trailer in the yard.

Current Fresno Municipal Code §15-2754 says a Tiny House on Wheels may be considered an ADU if it satisfies the ADU rules and is ANSI certified, placed on an engineered foundation system, and skirted to enclose the space between the home and the ground.

Planning implication: Fresno’s THOW pathway is a permanent-development route, not a shortcut around permits, foundation requirements or site review. Confirm the specific unit certification and foundation design with Building before purchase.

Fees, utilities & fire

Separate four different cost buckets before you call anything a “permit fee.”

Plan check / building fees

Fresno’s 2025 Prohousing application states that the City waives plan-check fees for applicants using its pre-approved standard ADU plans. Verify the current fee schedule and eligibility at the time you apply.

Impact fees

Under the March 2026 HCD handbook, an ADU with 750 sq. ft. or less of interior livable space is exempt from local-agency, special-district and water-corporation impact fees. Larger ADUs can be charged proportionately.

Water / sewer connections

Fresno Public Utilities says connection fees vary by property and service/meter size and are based on the City’s annually updated Master Fee Schedule. Request a project-specific estimate rather than copying a prior project’s number.

Fire protection can change the budget. Fresno’s pre-approved-plan page says sprinklers may be required because the primary residence is sprinklered, the ADU is close to a property line or neighboring residence, or fire access/water supply is deficient. Fresno also notes sprinklers can sometimes substitute for other fire-protection measures.
