Arroyo Grande ADU Guide: Rules, Pre-Approved Plans & Permits
Planning an ADU in Arroyo Grande? Start with the City’s December 2025 rules, check whether one of its regional pre-approved plans fits your property, then build the site-specific permit file the City still requires.
Start with the current rule set

The California Department of Housing and Community Development found compliance problems with Arroyo Grande’s earlier Ordinance No. 733 in October 2025. The City then adopted updated ADU regulations on December 9, 2025 and now directs homeowners to that current ordinance and its updated ADU handout.

These are planning starting points, not a parcel approval. Easements, fire access, utilities, stormwater, historic conditions, slope, an existing structure and other site facts can still change what is feasible.

The local shortcut worth checking
Arroyo Grande has a real pre-approved ADU plan program.
Arroyo Grande participates with Atascadero, Grover Beach and Morro Bay in a regional stock-plan program. The City currently offers six layout families ranging from a 316 sq. ft. studio to a 1,007 sq. ft. two-bedroom unit, with four architectural styles. The building plans are pre-reviewed, but your property and site plan are not.
Efficiency or Studio
Start here when yard area, construction budget or utility scope is the main constraint. Compare the City’s efficiency and standard studio plan sets.
One Bed, One Bed+ or Loft
The City program includes multiple one-bedroom configurations. Compare footprint and site fit before assuming a larger plan is better.
Two Bed+
The largest current stock-plan option reaches 1,007 sq. ft. Verify setbacks, utilities, site access and total project cost before choosing it.

Confirm the parcel is actually in City jurisdiction
Verify the property is within Arroyo Grande city limits and confirm the residential zoning and existing dwelling situation before applying city standards.
Choose your ADU pathway
Decide whether you are planning detached, attached, conversion, JADU, pre-approved stock plan or legalization of an older unpermitted unit. Each pathway changes the evidence you need.
Test the site before paying for detailed design
Record setbacks, easements, structure locations, access, utilities, stormwater conditions and any slope or other property constraint. A stock plan still needs to fit the actual lot.
Prepare the plan and stormwater package
For the pre-approved program, the City specifically calls for the plan-review fee, stormwater documentation and a completed site plan. Custom ADUs require their own complete construction plan set.
Submit through the City’s permit portal
Arroyo Grande uses its Citizenserve portal for building permits. Keep a copy of everything submitted and the date the City confirms completeness.
Resolve plan-check comments, issue the permit and schedule inspections
Approval allows construction to begin; it does not finish the process. Track inspections and corrections until final approval.

Fees & utilities
Do not budget from one generic “Arroyo Grande permit fee.”
Building fees
The City states that building permit fees depend on the size of the unit and scope of work. Use the current City fee schedule and ask for an itemized project estimate rather than copying a number from an old project.
Utility connections
The City’s current handout says an ADU built with a new home requires separate utility connections and standard fees. JADUs and converted ADUs do not require separate City utilities or fees. Other ADUs require separate City utility connections with proportional, actual-cost-based fees; non-City utilities follow their provider rules.
Impact fees
California law limits impact fees for qualifying ADUs, but “impact fee” is not the same thing as every plan-review, building, utility or construction cost. Verify the current HCD rule and Arroyo Grande’s itemized charges for your unit.

Existing unpermitted unit?
Arroyo Grande has a dedicated AB 2533 legalization path.
The City defines this pathway for an ADU or JADU constructed before January 1, 2020 without an approved building permit. Its local process begins by contacting Community Development, completing the City’s AB 2533 checklist, submitting the listed materials through the permit portal, and scheduling the required City final inspection.
